Professor Matthew S. Winters (U of I Dept of Political Science) coedited a special issue of Studies in Comparative International Development with Rob Blair (Brown University).  The issue was titled "Foreign Aid, Service Delivery, and State-Society Relations in the Developing World" (  In addition to the introductory essay with Blair, Winters contributed an empirical chapter, coauthored with Kate Baldwin (Yale University), titled “How Do Different Forms of Foreign Aid Affect Government Legitimacy? Evidence from an Informational Experiment in Uganda.”  This chapter greatly benefitted from feedback received during a presentation in the CAS speaker series.
